Paving and Driveways in Spain - Materials, Costs and What Permits You Need

Paving on the Costa del Sol - where material choice is critical in the heat

A terrace or driveway paved with the wrong material on the Costa del Sol becomes a problem in several ways. Some materials heat to uncomfortable temperatures in direct sun, making a terrace unusable during the hottest parts of the day. Others become slippery when wet, a genuine hazard around pools and in areas that get morning dew. Getting the specification right from the start is significantly cheaper than replacing an unsuitable surface after two summers.

Paving materials suitable for the Costa del Sol

  • Porcelain and ceramic tiles - the most common choice for terraces and outdoor living areas. Available in non-slip finishes rated for outdoor use. Light colours reflect heat rather than absorbing it. Excellent durability. Requires proper frost-resistant adhesive and grout for outdoor use.
  • Natural stone - sandstone, limestone, slate - attractive and durable but requires careful selection for outdoor use. Limestone is the most widely used natural stone on the Costa del Sol. All natural stone requires sealing to prevent staining and moisture ingress.
  • Concrete pavers - durable, widely available, and competitively priced. Available in a range of finishes and colours. Exposed aggregate finishes provide good grip.
  • Resin-bound gravel - increasingly popular for driveways. Permeable, relatively cool underfoot, and visually attractive. Requires professional installation on a properly prepared substrate.
  • Artificial grass - widely used on terraces and small garden areas. Quality varies significantly, cheaper products fade and deteriorate within two to three years in the Costa del Sol sun. Specify products with UV stabilisation and a minimum five-year warranty.

Paving costs in Spain

  • Porcelain outdoor tiles, supply and fit, per square metre: 40 to 90 euros depending on tile quality and specification
  • Natural stone, supply and fit, per square metre: 60 to 150 euros depending on stone type and finish
  • Concrete pavers, supply and fit, per square metre: 25 to 60 euros
  • Resin-bound gravel driveway, supply and fit, per square metre: 50 to 100 euros
  • Artificial grass, supply and fit, per square metre: 25 to 70 euros depending on quality
  • Sub-base preparation and levelling, per square metre: 10 to 25 euros additional depending on existing ground condition

When paving requires a permit in Spain

Resurfacing an existing terrace or driveway with a like-for-like material generally does not require a permit in most Costa del Sol municipalities, though check with your local  ayuntamiento. However, creating a new paved area, significantly extending an existing one, or changing a permeable surface to an impermeable one may require a licencia de obras menor from the local ayuntamiento. For driveways that connect to a public road, additional permissions may be needed for the dropped kerb or access point.
